Abad: Calamity funds used by Arroyo for campaigning

Bravely put, Budget Secretary Butch Abad said it was "not unfair to conclude" that the P105 million in calamity funds poured into Representative Gloria Macapagal-Arroyo’s second district of Pampanga in the first half of 2010, when she was still president, was used for campaigning.

In a press briefing, Abad repeated that P105 million or 7.5 percent of this year’s calamity fund went to the former president’s district in her last six months of her term in Malacañang, while Pangasinan and Rizal, which were greatly affected by typhoon Pepeng and storm Ondoy, received P5 million and zero, correspondingly.

When asked if the disbursements to Pampanga were used in campaign spending, Abad said "[that’s] not an unfair conclusion since it happened" during the election season.

Out of the P2 billion reserved in calamity funds for 2010, P969 million was already released in the first semester.
