Senator Bong Revilla files anti-‘usisero’ bill


During the hostage drama, the sight of bystanders crowding the tourist bus just minutes after the shootout between the police and the hostage taker  has prompted Sen. Ramon “Bong” Revilla Jr. to file an “anti-usisero” bill.

Revilla’s Senate Bill 2399 seeks to amend Presidential Decree 1829 which will penalize the obstruction of apprehension and prosecution of criminal offenders.

Revilla proposed that individuals who will  go beyond the police cordon and disrupt the crime scene should be levied a fine of up to P3,000 and jail time of up to 6 months.

“One of the grounds of the inadmissibility of the evidence is that it is either altered, fictitious, or destroyed primarily caused by the failure to secure the crime scene. In our society, if there is a crime committed, people come to the scene either to help or just to watch in order to satisfy their curiosity,” said Revilla in his explanatory note to the bill.

Revilla said he was questioning the scene at the Quirino grandstand Monday on how a crowd of onlookers surrounded the bus after the shooting. He added that the crowd’s presence could affect the police’s investigation on the incident.

Meanwhile,  Sen. Miguel Zubiri pushed for the revival of the death penalty in the midst of heinous crimes in recent months.
